In a case that has left many scratching their heads and farmers in central California divided, Dennis Falaschi, a former official of the Panoche Water District, has pleaded guilty to conspiring to steal over $1.5 million worth of water over several decades. The Man Behind the Water Theft
Dennis Falaschi served as the general manager of the Panoche Water District in Fresno and Merced Counties from 1986 to 2017. The district legally purchased water from the federal government and collected drainage water from farms, reselling it to local farmers. However, Falaschi discovered a leaking pipe that led to a separate canal. Instead of reporting the leak, he modified the pipe to take water "on demand," diverting federally owned water for unauthorized use.
The Scope of the Theft
Prosecutors estimate that Falaschi was responsible for stealing between $1.5 million and $3.5 million worth of water. Between 2011 and 2016, he was paid for legally sourced water but failed to report the income on his tax returns. He pleaded guilty to one count of conspiring to take federally owned water and one count of filing a false tax return. His sentencing is scheduled for September.
More Questions Than Answers
Despite Falaschi's guilty plea, the case leaves numerous unanswered questions. When he was indicted in 2022, prosecutors accused him of masterminding a plot to steal more than $25 million worth of water between 1992 and 2015. This staggering amount, representing over 130,000 acre-feet of water, should have gone to the federal government but was allegedly diverted to benefit Falaschi and eight co-conspirators through "exorbitant salaries, fringe benefits, and personal expense reimbursements."
A Divided Community
The reaction from the San Joaquin Valley farmers has been mixed. While some farmers are angry, feeling betrayed by Falaschi's actions, others see him as a "Robin Hood of irrigation," who ensured they had the water they needed. This split highlights the complexity of water rights and distribution in California, a state where water is a precious and often contentious resource.

Falaschi's plea agreement claims he was responsible for only a fraction of the theft alleged in the original indictment. It also states that he was one of several individuals involved in the misconduct and that he was unaware of the full extent of the scheme.
