Biden administration pledged to allocate funds for programs that distribute crack pipes

According to the New York Times, the Department of Health and Human Services is considering providing funding to organizations that distribute crack pipes to drug abusers as part of a strategy to keep users safe. The aim is to prevent infections among drug users.


The idea of providing crack smokers with free pipes has sparked outrage among some. "Providing equipment that keeps them sick, I find totally outrageous," said Representative Mark Souder (R-Ind.) who sits on the House subcommittee that oversees federal drug policy.


The Biden administration's $30 million initiative for nonprofit organizations to acquire "safe smoking kits/supplies" is just one example. HHS said in these kits could be pipes for users to smoke drugs like crack cocaine and crystal methamphetamine, or 'any illicit substance,' according to the Washington Free Beacon.


The pipes would also hope to persuade individuals to smoke instead of injecting illicit drugs since injections are said to be more dangerous.


Crack pipe kit distribution programs have been attempted in San Francisco and Seattle.


The announcement of the pipe program came the same day that the Justice Department indicated it might be open to allowing safe injection sites for individuals who use heroin and other drugs.


The first legally sanctioned safe injection sites opened in New York City in November. This past May, the New York state legislature approved a bill that would allow such sites to continue to operate.


The city, meanwhile, is constructing two "overdose prevention centers" that will include a supervised area where drug users can consume and staff and medicines to reverse overdoses.


The city of Ithaca also recently announced its intentions to open a safe injection site.


States such as California have argued smoking crack is safer than injecting heroin or methamphetamines since the smoke enters the blood stream in a manner that is far less directly than needles.


In New York City, the centers have responded to more than 125 overdoses among more than 640 users, including many who have returned numerous times. According to OnPoint NYC, the group running them.


The centers are run by medical professionals and will provide users with clean needles, education about proper injection practices, counseling, testing for HIV and hepatitis C, as well as providing drug treatment referrals to those interested.
