On the Westside, a Jacksonville Sheriff's Office vehicle struck a man, 69, who was issued a warning citation and was said to be at fault.
On July 13, a JSO car was driving eastbound on Kingsbury Street approaching Ellis Road South when it stopped to assist an officer who had been assaulted by a drunk subject.
A pedestrian, later identified as Robert Lidy, was standing in front of 1071 Ellis Road South when the JSO vehicle attempted to make a left turn. Police claim that while the JSO car was attempting to complete a left turn, Lidy walked into the roadway and began to walk across it.
The JSO vehicle's front right bumper struck the 69-year-old's walker, according to a police report. The officer who responded "found minor scratches" on the front right bumper.
A witness recalls being standing on the Eastside of Ellis Road, beside Lidy, waiting at a stop sign when she saw him pull out from behind some bushes. She assumed the motorist had seen them and that is why Lidy went into the road with his walker as she was stopped at the stop sign. The witness said that as Lidy was standing in the road, the JSO car turned left, hitting his walker and knocking him to the ground.
The other person in the car, who is a witness to this accident, said Lidy jumped into the road at the same time as the JSO vehicle made a left turn and struck Lidy's leg.
The witness responded that Lidy was not in a marked crosswalk. The driver of the JSO car stated she came to a complete stop at the stop sign and that the road was clear in all directions.
According to the driver, she then attempted to execute a left turn while Lidy walked into her path of travel.
Lidy reported left leg discomfort and was taken to Orange Park Medical Center, according to JSO. There were no additional issues reported.
Lidy was alleged to have obstructed the road, and she was given a written warning citation. "I couldn't believe it. It hit me that hard," said Lidy.
