After a deadly brawl in Texas, federal penitentiaries around the country are still shut

Inmates were not permitted to leave their cells, according to a spokesman for the Corrections Corporation of America. The federal prison system was still in lockdown Tuesday following the deaths of two inmates during a gang fight at a penitentiary in Texas, authorities said.


Four of the inmates were taken to a hospital after an altercation at U.S. Penitentiary Beaumont in Texas around 11:30 a.m., according to the Bureau of Prisons. Four individuals were transported to the emergency room, according to the agency.


Guillermo Riojas, 54, and Andrew Pineda, 34, died at the hospital after being brought in by members of the public. A third inmate remains hospitalized.


The fighting was between two inmates of the same housing unit, according to federal officials. The prison was placed on lockdown following the incident, which remains in effect.


There has been no disruption to phone service within the penitentiary, said Ed Ross, spokesman for the Federal Bureau of Prisons. Three other prisons in the state remain on lockdown.


As of early Tuesday evening, phone and email service throughout the federal prison system was operating as usual , according to Jason Clark, spokesman for the Bureau of Prisons.


According to a high-ranking law enforcement official, the lockdown was put into effect at all of the nation's 122 federal prisons out of concern that the riot might spread to other facilities.


The lockdown was implemented out of an abundance of caution in reaction to recent events at another institution, according to a text alert that went out to bureau staff. This order is designed to guarantee the safety and security of all workers and inmates.


An official at the U.S. Bureau of Prisons said that facilities would remain on lockdown until officials could assess the situation and ensure the safety of employees, inmates and visitors. The official requested anonymity because he was not authorized to speak publicly about a matter under investigation by another agency.


A spokesman for the bureau said in an email that the department secured "facilities as a temporary measure to ensure the orderly running of our schools" and that it was anticipated to be "short-lived."


"The BOP does not go into details regarding security precautions because of safety and security concerns," Nelson said.


During a nation-wide lockdown, inmates are not permitted to move at all. Since workers must feed the prisoners their meals and handle other concerns that the offenders would normally be able to resolve on their own depending on each facility's level of security, it strains the staff.


Lockdowns in other parts of the country are uncommon. The practice has been utilized more frequently during the last several years. It was employed following Covid-19's devastation of the federal prison system in 2020, as well as the Capitol riot in 2021 and weeks before President Biden's inauguration that year.


The US Immigration and Customs Enforcement (ICE) said that Riojas was sentenced to 38 years in prison for carjacking, using a weapon during violent crimes, and interference with interstate commerce in Fresno, California. Since 2013, he had been incarcerated at Beaumont.


In the late 2010s, Pineda was sentenced in Los Angeles for corruption under the RICO statute as part of a national strike against the Mexican Mafia prison gang.


The search for Pineda occurred after a federal agent reported the name of an individual with whom he had previously worked. According to the FBI, he was incarcerated in a prison for six years and had been at the facility for approximately 11 months.


The FBI is keeping an eye on the situation, despite the fact that there's still a chance of further bloodshed. "There are several places around the country where this could take place," said David J. LeValley, special agent in charge of operations for FBI, which oversees the federal bureau of prisons.


The Bureau of Prisons will continue to closely monitor developments and change its operations as necessary, according to an official.


Beaumont Prison is a high-security facility in which 1,372 inmates are incarcerated.
